Our founder, Meryl B. Rosenberg, is the director of ARTparenting’s complete Surrogacy Program and oversees the legal services we provide for family formation through assisted reproductive technologies and adoption.
Meryl is a key innovator in the development, education, and regulation of reproductive law. She holds leadership roles in the American Academy of Assisted Reproductive Technology Attorneys (AAARTA) the American Society for Reproductive Medicine (ASRM), the American Bar Association Family Law Division, Path2Parenthood, Cade Foundation, and Resolve.
In 2017, after years of advocacy by Meryl and other attorneys, a breakthrough new surrogacy law took effect legalizing surrogacy arrangements in the District of Columbia.
Meryl received her BA from Brandeis University, attended the University of Maryland School of Law and received her JD from Wayne State University. She is admitted to the bar in Maryland, District of Columbia, New Jersey (formally admitted in Michigan).

We welcomed our newest team member, Wendy S. Rudolph, to ARTparenting in 2015. Meryl B. Rosenberg, our founder, and Wendy met while working together on philanthropic causes in the DC area. When Wendy and Meryl cycled off the Executive Committee of the Jewish Federation of Greater Washington at the same time, they knew they wanted to continue their association. Wendy accepted the position of associate attorney at ARTparenting knowing it would be a great fit for reasons both professional and personal: She has an extensive background in contract and family law and can empathize with the intended parents, having dealt with fertility issues before raising her four children.
Wendy received her BA and JD from the George Washington University in Washington, DC. She was a partner at Caplin & Drysdale for 12 years and later represented children in child abuse cases in the DC courts. Her current philanthropic activities include serving as co-chair for a group of American and Israeli donors who collectively fund education, shared-society and economic development for the Arab citizens of Israel. She is admitted to the bar in the District of Columbia.
Wendy's expertise combined with her keen ability to truly understand each clients' unique needs means she is able to craft resourceful legal solutions for building their families.

Surrogacy Coordinator/Account Manager
Julie joined our team as bookkeeper and surrogacy coordinator in 2012. When prospective surrogates reach out to us, Julie is the first person to greet them and help them learn about our complete Surrogacy Program. She answers questions and carefully guides them through the application and screening process. Providing one-on-one support, she coordinates all the logistics: financial, medical, insurance, travel, and more. Julie has a gift for staying upbeat while keeping on top of every important detail. What our clients and gestational carriers agree on is that Julie is always warm, friendly and informative!
Julie received her BS degree from the University of Maryland. She was an accountant in the corporate world before raising 3 children of her own, now grown, and knows that being a parent is one of life's greatest joys.
