Guiding our clients and our gestational surrogates is our privilege. Building families together is our joy. By remaining a small-boutique law firm, we are able to focus on what's important to each individual and provide a happy outcome.

Our founder, Meryl B. Rosenberg, is the director of ARTparenting’s complete Surrogacy Program and oversees the legal services we provide for family formation through assisted reproductive technologies and adoption.
Meryl is a key innovator in the development, education, and regulation of reproductive law. She holds leadership roles in the American Academy of Assisted Reproductive Technology Attorneys (AAARTA) the American Society for Reproductive Medicine (ASRM), the American Bar Association Family Law Division, Path2Parenthood, Cade Foundation, and Resolve.
In 2017, after years of advocacy by Meryl and other attorneys, a breakthrough new surrogacy law took effect legalizing surrogacy arrangements in the District of Columbia.
Meryl received her BA from Brandeis University, attended the University of Maryland School of Law and received her JD from Wayne State University. She is admitted to the bar in Maryland, District of Columbia, New Jersey (formally admitted in Michigan).
"I started this practice with the belief that providing personalized attention and the best care was the only way to work in such a sensitive field. With a background in psychology and biology, and in the law, this profession became much more to me than simply acting as an attorney. I created a practice in which, in addition to providing necessary legal services, I help navigate the complex road of surrogacy and other third-party reproduction for my clients, and for the incredible women who help them become parents.
This is about so much more than just putting people together for family building purposes. This is about people helping other people; it is about the whole journey together; it is about partnership and trust, on every level. We are here to help everyone involved along the way to ensure the best possible outcomes."
Our experience with Meryl and ARTparenting could not have been more positive.
Meryl assisted us along every step of the way, from matching us with a wonderful gestational carrier to working closely with the labor and delivery staff at the hospital where our son was born to ensure a seamless stay. We would not hesitate to work with Meryl and ARTparenting again.
Associate Attorney
We welcomed our associate, Wendy S. Rudolph, to ARTparenting in 2015. Meryl B. Rosenberg, our founder, and Wendy met while working together on philanthropic causes in the DC area. When Wendy and Meryl cycled off the Executive Committee of the Jewish Federation of Greater Washington at the same time, they knew they wanted to continue their association. Wendy accepted the position of associate attorney at ARTparenting knowing it would be a great fit for reasons both professional and personal: She has an extensive background in contract and family law and can empathize with the intended parents, having dealt with fertility issues before raising her four children.
Wendy received her BA and JD from the George Washington University in Washington, DC. She was a partner at Caplin & Drysdale for 12 years and later represented children in child abuse cases in the DC courts. In recent years she has been working with various non-profit organizations in leadership positions — including her role as co-chair for an international collaborative funders group. She is admitted to the bar in the District of Columbia.
Wendy takes great pride in getting to know each client personally — treating them with respect, compassion and patience. Due to her caring nature and professionalism, she will quickly resolve any issues that may arise during the contract phase and beyond.
“Working in the area of surrogacy allows me to bring together my legal skills with my philanthropic interests — because helping people create families is so clearly doing good in the world.”
“I love the exposure to the diverse clients served by ARTparenting and helping them to form their own families through surrogacy. I love hearing the surrogates' stories — they are truly amazing women.
Surrogacy Coordinator/Account Manager
Julie joined our team as bookkeeper and surrogacy coordinator in 2012. When prospective surrogates reach out to us, Julie is the first person to greet them and help them learn about our complete Surrogacy Program. She answers questions and carefully guides them through the application and screening process. Providing one-on-one support, she coordinates all the logistics: financial, medical, insurance, travel, and more. Julie has a gift for staying upbeat while keeping on top of every important detail. What our clients and gestational carriers agree on is that Julie is always warm, friendly and informative!
Julie received her BS degree from the University of Maryland. She was an accountant in the corporate world before raising 3 children of her own, now grown, and knows that being a parent is one of life's greatest joys.
“I am happy to refer you to some of our past surrogates and they will tell you it is the most rewarding thing they have ever done!”
“What greater gift is there than the gift of life? If I can help facilitate this in some small way, how gratifying that I have done something good in my life.”
